AMSC I State of the College Address 2024 and Mass Oath Taking
Ditsaan-Ramain, Lanao del Sur (December 16, 2024)- The programme started with an invocation led by Prof. Aleem Sanussi Pandapatan followed by an AV presentation of the national anthem, Bangsamoro, CHED and Bagong Pilipinas hymn and then, a welcome address from Information Officer III Aliasgar Mimbalawag, RPF, JD.
When Dr. Sherifa Rohannie Kadil-Adiong delivered her first State Of the College Address (SOCA), she gave courtesy first to the guest speaker, Hon. Judge Samina S. Macabando Usman of Regional Trial Court, Branch 8, Marawi City and everybody who was present in that day.
Dr. Adiong outlined the institution’s top major accomplishments one by one for the past 2 years of her leadership. The address, delivered to a packed audience of faculty, staff, students, and community members, highlighted several key areas of focus:
First, the school’s administration is currently working on the Certificate of Program Compliances (COPCs) of all those various academic programs including our proposed new course offerings in Criminology, Public Administration and Social Work which will be offered early by next school year at AMSC as she emphasized the need for the State College’s commitment to providing high-quality education. However, as to the two programs from the College of Education particularly Bachelor of Elementary Education major in General Education and Bachelor of Secondary Education major in Social Studies under Dean Sittienor C. Abubakar, these are already approved and given official COPC numbers by the CHEDRO 12 Regional Director Nelia Alibin.
Secondly, Dr. Adiong mentioned specifically that the passing rates of the State College in the board exams for 2023 and 2024 is quite remarkable for the College of Education, the College of Agriculture for its very first passer and for the College of Forestry in garnering a satisfactory rate.
Thirdly, Dr. Adiong reported that on average, a slight increase of 8.18% has been recorded in terms of our student population from School Year (AY) 2023 to 2024 to the 1st semester of School year 2024 to 2025.
Fourthly, as to the student support services, among those notable accomplishments of the Supreme Student Government (SSG) spearheaded by their active adviser, Prof. Luis Sddick F. Adiong are the strengthening of SSG programs such as hydroponics plant, food stalls during intramurals, the SSG ball and mass induction of officers, educational film showing, and clean up drive.
Fifthly, As to the Campus related activities, on top of these, Dr. Adiong emphasized the school in institutionalizing Culture and Arts Committee of all events headed by Dr. Norhaya L. Dipatuan.
Sixthly, as to the campus write-ups, the school is currently crafting the very first issue of the AMSC Lake Knights Journal, an official school publication of AMSC, which is a product of hard work by the Information Office headed by For. Aliasgar Mimbalawag, JD. together with the team of student journalists.
Seventhly, for infrastructure and resources, Dr. Adiong was thankful to PDO III Engr. Nizar Sacar and the Planning Officer III, Sir Anuar Amerol because despite our scarce resources, we were able to provide facilities for the school, including the renovated conference and boardroom, and the inter gym for various activities and meetings. For our Smart Campus Program, we have purchased Information and Technology equipment such as three Smart TVs, laptops and desktop computers, high-end speakers, projectors, industrial fans, air conditioners, and others. We have also acquired a Starlink connection for our internet services.
Eighthly, AMSC President highlighted the initiation of our new extension campus located in Bubong, Lanao del Sur in between Datu Mamintal Memorial National High School campus and the public market. With these, the State College is currently working on the documentary requirements to commence the implementation of this AMSC extension campus. This along side with the proposed projects in the Land Use Development and Infrastructure Plan (LUDIP) for 2023-2033, which will be able to expand the infrastructure development of AMSC, which is 70% completed as of today. Further, it was just last year when Hon. Gov. Mamintal “Bombit” Alonto Adiong, Jr., donated almost three (3) hectares of land area for the said campus, Twenty (20) solar street lights, and a total of Forty-One (41) double-deck beds for our girls' dormitories and another total of 1,001 armchairs for our classrooms.
Ninethly, Dr. Adiong informed that as of December 16, 2024, the State College had already appointed administrative officials and were already attested by the Civil Service Commission-Marawi City because the Department of Budget and Management saw the need for a solid workforce.
Other major accomplishments include the institutionalization of the Community and Extension Services, significant increase of Student Scholarship Grants, establishment of our Office of Research and Development, Organization of the Sports committee and participation in the Mindanao Association of State Tertiary Schools, Inc., commemoration of Gov. Mamintal Adiong Sr. Day., Strengthening of the Government Agencies’ Engagement Activities, Internationalization Engagement, Benchmarking activities, Collaboration in some of the extracurricular activities and tightening Peace and Security in the Campus, and many more.
During the introduction of the guest speaker, Master of Ceremony Sir Abdul Rafie Masbud had mentioned that the guest speaker or the administering oath officer in that day is a distinguished Jurist to the Philippines in which at present, a presiding judge of the Regional Trial Court, Branch 8, Marawi City.
In terms of educational background, she is one of the successful alumni of Dansalan College Foundation. She has finished the degree BS Information Management and Electronic Commerce at Xavier University- Ateneo de Cagayan. She pursued and finished her Bachelor of Laws at San Beda University. At the same university, she has finished her Master of Law in International Laws and Studies. As she advanced herself in the field of law, she has been to various studies both in the country and abroad.
Then, Board Secretary, Prof. Sherifa Ainee O. Kadil introduced some of the full-pledged, attested, and promoted employees who were attendees on that day. Afterwards. It was thoroughly administered by the Hon. Judge Samina S. Macabando-Usman citing the Oath of Office in front of the three rows of employees.
In addressing all of the full-pledged and attested employees, Judge Macabando said in her speech, and to quote:
“You are instrumental in creating a more successful, a more sustainable society for this municipality and entire Lanao del Sur in general. I hope that you don't get to belittle your position. Whatever position that you took your oath of office today, know that your position is important in this institution”………..”It signifies that you have been entrusted with public power by the people, and that you hold this power in trust to be used only for the benefit of others and not of yourself. I hope you realize that your position does not only benefit yourself. Your position is actually pivotal in the success of the youth. ” as she more added.
As a conclusion, she further stated that, to wit:
…...”I hope you will consider your work as your ibadah. And inshallah, Adiong Memorial State College will surely "Padayon" to a more successful transformation of education. As-salamu alaykum wa-rahmatullahi wa-barakatuh. ”

After the guest speaker was awarded with the plaque of recognition and token of appreciation, the head of the Human Resources Development Unit, Maam Saima U. Adiong announced the recognition of 15 silver and 3 bronze awardees one by one. Some loyalty awardees whose dedication of more than a couple of decades were also remarkable contribution to the esteemed college. The awardees received plaques of recognition and at the same time, cash incentives.
To break the monotony. a presentation from the indigenous group of the Adiong Memorial State College, a representative the recently concluded MAST 2024 event conducted at Pagadian City was held on the spot.
The program was officially closed by the Legal Attorney of the State College, Atty. IV, Emirhamma P. Macabando at exactly 12:00 PM.
